Support wider range of value for the LFO Rate parameter

Some users would like the LFO Rate parameter value to be able to go lower than 0.02Hz. As low 0.01Hz. Personal note: additionally, it's worth considering increasing the upper limit from 20Hz to 100, 200 or even 500Hz. As the LFOs are working at audio rates in Mela, this could allow interesting sound design capabilities.
